		<description>Reality states, not certainly not universal, the regulator has been eaten by the regulated, that is, the economic interests of the large telecom operators are receiving more and more protection from the agencies who should at first advance the interest of the general public. If this scenario continues, I think our aim to provide affordable access will be limited, if not futile.

Also, I think that governments should break down monopolistic structures in the telecom sector to paved the way for affordable access. This proved successful in the Philippines and couple more developing countries...and more countries should follow, of course, with caution.</description>
